Why petrol costs the same in every city
Pakistan sets one maximum retail price for petrol and one for high-speed diesel, and the notification applies each of them to the whole country. A litre in Karachi, next to the port and the refineries, costs the same as a litre in Gilgit, which is a long truck journey away.
The Inland Freight Equalisation Margin (IFEM) is what makes that work. The cost of moving fuel around the country is pooled into one charge per litre and added to every litre everywhere, so buyers close to the port pay a little more than their own delivery cost and buyers far inland pay less. Why Hi-Octane is the exception
Hi-Octane sits outside the countrywide ceiling. The oil marketing companies set its price themselves, and PSO publishes a separate rate for each city on its list, so the figure changes from one city to the next.

If a pump charges more than the notified rate
The notified petrol and diesel rates are ceiling prices, so no station in any city should charge more. If one does, note the station, the date and the reading on the meter, and report it to OGRA.
Kerosene and light diesel oil
Kerosene oil and light diesel oil are also notified at one nationwide rate, so they cost the same in every city too.
