Why nobody can tell you tomorrow's petrol price for certain

Petrol and high-speed diesel in Pakistan change price only when OGRA publishes a new notification. There is no fixed daily cycle — a notification is announced, it takes effect from a stated date, and it routinely holds for several days, across weekends and public holidays. Until that notification exists, tomorrow's rate is not a secret being withheld; it has not been set.

So anything you read about tomorrow's price, here or anywhere else, is a projection. What separates one projection from another is whether it says how it was produced and keeps a public record of how often it was right. This one does both, above.

How this estimate is produced

OGRA's published formula recomputed with the period's average USD/PKR and an assessment nowcast from a 9-day crude benchmark average

It holds the following constant. Each one is a real way the estimate can be wrong, which is why they are listed rather than buried:

  • The Platts Arab Gulf assessment is moved by the proportional change in a 9-day average of a crude benchmark, with no fitted coefficient. The refining spread between crude and the product is held constant.
  • The premium over the assessment is held constant. OGRA re-sets it without warning, and every forecast that has pointed the wrong way so far was a re-set of it.
  • Petroleum Levy, Climate Support Levy, sales tax, margins and IFEM are held constant. Policy changes are not predictable from market data.
  • The range reflects observed market movement only. It is not a confidence interval.

What actually moves the price

Two inputs do most of the work. Pakistan imports most of its refined product, so the ex-refinery component tracks the Arab Gulf benchmark rather than any domestic cost, and cargoes are invoiced in dollars — so when the rupee weakens between pricing windows, the same barrel lands at a higher rupee cost. On top of that sit the Petroleum Development Levy, the Inland Freight Equalisation Margin and sales tax, which move only when the government changes them.
